i like the subject, and the colors are okay, though it is a little on the cyan side, but the composition lost me. unlike the seal who looked to be moving at a fair clip, this guy looks like he would have given you more time to think things through. in situations like this i would slow down just a hair, and keep in mind my rule of thirds. also i would try auto bracket if your camera allows it. still i would say that it is a good photograph.
