That's a neat view. Your composition is perfect. I'm very happy you didn't put the horizon in the middle of the photo. And I think the ice is a great foreground with a lot of nice texture. I think you could have gotten down even lower for more ice texture.
The biggest think I see that could be improved is the contrast. This looks like either an in-camera black-and-white conversion, or a Photoshop black-and-white conversion. Both of those methods do a very poor job of converting color images to black and white. They're too flat and have no life to them. If you still have a color version, try using the Photoshop Channel Mixer tool to do the conversion. Go to Image > Adjust > Channel Mixer, check the monochrome box and then use the three color sliders to tune the contrast. I usually also make a levels adjustment. Then I usually start with something like 65 red, 65 green, and -5 blue. Play with it and see what you think. This has the potential to deliver an image that's much more like traditional black and white film.

Thanks for the comments and advice. I actually used the channel mixer and duotoned it as well. Then I killed it by using shadow/highlights to lighten the buildings a bit. I haven't figured out that adjustment yet; it's very powerful and can flatten things in a blink. I think I'll redo it and maybe fade the shadow/highlights or just not use it at all.
