This is one interesting looking raptor to me (big too!). Would be fun to make it a challenge to get some real close up shots of this species. They are rather rare but do frequent lakes with a good supply of food (such as trout stocked reservoirs like the one I saw him near here).
The eyes are rather large spooky to me, but serve a purpose. That and the equally large talon's are made to catch fish, quite the adaptation.
